The Sandiganbayan Orders Arrest of Senator Jinggoy Estrada and Four Others

The Sandiganbayan on Monday ordered law enforcement to arrest Sen. Jinggoy Estrada and four others over plunder complaints in connection with the flood control scandal. Interior Secretary Jonvic Remulla, in a press briefing in Camp Crame, clarified that he wasn't rushing to arrest senators: "There is no right or wrong answer in this. As soon as I got the warrant, I acted on it. The actual warrant arrived at my possession at 2:45 p.m. And by 3:15 p.m., I was in the Senate."

Remulla's statement comes as the government faces allegations of using investigations and cases to intimidate and threaten members of the Senate majority bloc. In recent remarks, Senate President Alan Peter Cayetano claimed that investigations and cases were being used to threaten and intimidate members of the Senate majority bloc.

Plunder cases will be lodged by the Office of the Ombudsman against Sens. Joel Villanueva and Chiz Escudero in connection with the flood control scandal. Sen. Rodante Marcoleta is also facing a bribery complaint over a donation to his 2025 senatorial bid. Senators Ronald "Bato" dela Rosa and Robin Padilla are in hiding and facing arrest, and dela Rosa is accused of participating in former President Rodrigo Duterte’s bloody drug war, whereas Padilla is facing an obstruction of justice case for helping dela Rosa.

The flood control scandal has been marred by allegations of corruption and irregularities in a multi-billion-peso project to address flooding in Metro Manila. The project, implemented during the administration of former President Benigno Aquino III, has been criticized for its inefficiencies and poor implementation. Unfortunately, the Philippine government has yet to provide a detailed explanation of the findings of the investigation into the project.

Estrada, Villanueva, Escudero, dela Rosa, and Padilla are all members of the current Senate majority. The arrest order was issued on Monday, and Remulla acted on it immediately. Following criticism from Senator Cayetano that the government is rushing to arrest senators, Remulla defended the warrant enforcement.
