MANILA – Labor Secretary Francis Tolentino recently announced that the DOLE-TUPAD program is getting an upgrade. The program has moved beyond providing short-term job opportunities to help disadvantaged workers.

According to Tolentino, TUPAD will now focus on creating sustainable livelihoods for its beneficiaries. 'We are transforming the TUPAD program from a short-term job opportunity scheme to an emergency employment program that fosters grassroots entrepreneurship,' Tolentino said.

TUPAD, which stands for Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers, has been providing emergency employment to workers who lost their jobs due to the pandemic. However, with the upgrade, workers will now have the opportunity to start their own businesses.

The DOLE has set aside ₱5 billion for the TUPAD program. Of this amount, ₱3 billion will be allocated for entrepreneurship development, while ₱2 billion will be set aside for training and other support services.

Labor Secretary Tolentino emphasized the importance of empowering workers to become entrepreneurs. 'Our goal is to empower workers to become entrepreneurs, thereby contributing to economic development,' he said.

With the upgrade, TUPAD beneficiaries will receive training and mentorship to help them start and manage their own businesses. The program will also provide them with access to capital and other resources to help them succeed.

The DOLE hopes that the TUPAD upgrade will help increase economic opportunities for disadvantaged workers. 'By empowering these workers to become entrepreneurs, we can create a more inclusive and sustainable economy,' Tolentino said.

The TUPAD program has already benefited thousands of workers since its inception. With the upgrade, the DOLE expects to reach even more workers and help them achieve their economic goals.

According to DOLE, the TUPAD upgrade is part of its broader effort to promote economic development and social inclusion. 'We believe that empowering workers to become entrepreneurs is key to creating a more inclusive and sustainable economy,' the labor secretary said.

The TUPAD upgrade is seen as a significant boost to the DOLE's efforts to promote entrepreneurship among disadvantaged workers. 'This upgrade will help us achieve our goal of creating a more inclusive and sustainable economy,' Tolentino said.
